You need 2 squares of space free from the frieze to the upper floor for this to work.

Also make sure you have plenty of room on the first floor the game s very picky about where you put the stairs.

When the first floor closed it should have automatically added a ceiling second floor if you accidentally deleted the ceiling second level.
